The Norwegian agency for public and financial management and the Norwegian public sector cloud marketplace (#mps) has announced a broad competition for cloud infrastructure and platform services (IaaS/PaaS).

The competition is carried out on behalf of 317 entities (192 state entities and 125 municipalities, counties and cooperations) with a total of about 350.000 employees.
- The use of cloud services is critical for digitalisation of the public sector. The purpose of this competition is to ensure cost-effective, flexible and modern cloud services, says program director Sverre Stoltz.
In the dialogue, #mps will emphasize balanced contractual clauses and reducing risk, in addition to improved information security and data protection, commercial terms and reduced transaction costs.
The procurement will be carried out as a competitive dialogue with 6-8 suppliers.
#mps intends to conclude 2-4 parallel framework agreements. The agreements will be non-exclusive and voluntary for the public sector and have an estimated value of NOK 5-10 billion over 3-4 years. The competition is announced on Doffin (Norwegian) and TED (English).
#mps is holding a meeting to inform interested suppliers on October 13, 2023. The deadline to request participation in the competition is November 3, 2023. The contracts are scheduled to be ready for use Q4/2024.
